My form has over 4000 submissions. However, when I download to a .csv file, I only get about 900 records. Am I doing something wrong?

Please be informed, that the problem on your website has been resolved. Your Form Maker was very old, and the problem with CSV export was due to the issues in that version. We have changed the export function to the one in latest versions and the problem was solved.
