In Theme Demo shows that on click other then home it will scroll down wherever its located

One page effect. (In demo showing)

eg. If i click on about us it will scroll down to about us.

same think i had done but it doesn't working

Could you please check the console of your browser's developer tools for Javascript errors? Please copy them here, if you see any.

Unfortunately we at least need to have access to the website frontend to detect the problem. So would it be possible for you to temporarily publish the site on a test server and give us access to it?
