Where the HTML tag?

Hi,
the extensions work well, without put the html tag.
When i put

<html xmlns:og="http://ogp.me/ns#" xmlns:fb="http://www.facebook.com/2008/fbml">

at index.php (of my template) not work...
it's correct ? :
