into the mail created from Form Maker I selected Mode=html
The e-mail correct submit and the receiver open this:

Hello Sara! Thanks for posting!
I am not sure if I understood your request correctly. You have set the Email content mode to HTML and you are receiving it with HTML tags. Do you mean, that <html>, <head> and <body> tags are missing and you need them to be included?
