Thinking about purchasing the Form Builder plug in. Need to be able to have customer enter email twice to make sure it Match. Does this program do that so don't have to do a lot of hard coding?

You have mentioned Joomla Form Maker as the topic category, but do you have WordPress? If so, please note, that Email field of Form Maker plugin has a built-in option for this.

There's a setting titled Confirmation E-mail in Email field settings, if you activate it, additional input will be added for confirming the email address. I am posting a screenshot below, where you will see this option.
